Mr. Lindsey is an accomplished speaker who has presented to numerous public agencies and public sector organizations such as the Association of California School Administrators (ACSA), ACSA Negotiators Symposium, ACSA Personnel Institute, California Council of School Attorneys, the California School Boards Association, the Small School Districts Association, and the State Bar of California, Public Sector Labor and Employment Section.
 
Mr. Lindsey was an Adjunct Professor of Law at University of the Pacific, McGeorge School of Law during the 2015-2016 and 2016-2017 academic years.  He created and taught a course titled, "Navigating Human Resources in Health Care."

Past Experience

Mr. Lindsey was a partner at Lozano Smith in Sacramento before joining the Mouser Law Firm.  In addition to his extensive legal experience, Mr. Lindsey previously served as an Executive HR leader at UC Davis Health for more than seven years where his portfolio included all aspects of employee relations, labor relations, and workplace investigations.

Labor and Employment Law

Mr. Lindsey is well-versed in labor and employment laws primarily based on representing public entities on issues ranging from hiring to termination. He has successfully represented employers and provides practical and client-tailored advice on employment law issues such as:
  • Employee counseling and discipline,
  • Paid sick leave,
  • Hiring issues including compliance with the laws prohibiting requesting salary history information and the laws governing use of criminal conviction history,
  • Immigration enforcement agent access requirements,
  • Harassment, discrimination, retaliation, and equal employment opportunity

  • Wage and hour (including overtime, meal/rest periods, and commission disputes),

Mr. Lindsey has been negotiating and interpreting collective bargaining agreements and assisting management in responding to union issues his entire legal career. Mr. Lindsey has extensive bargaining experience, primarily in the public sector, and has handled unfair practice charges, unit formations, modifications, and dissolutions, and strikes before PERB. Mr. Lindsey has served as chief bargaining spokesperson for many public entities including school districts, community college districts, county offices of education, cities, and public hospitals. Mr. Lindsey utilizes elements of traditional and interest-based bargaining to achieve results for his clients.
 
Mr. Lindsey has extensive experience conducting and overseeing numerous workplace investigations.  Mr. Lindsey is a member of the Association of Workplace Investigators (AWI).

Public Entity Law

Mr. Lindsey has assisted numerous public entities throughout California, including school districts, community college districts, cities, counties, special districts such as public hospitals, and county offices of education. Mr. Lindsey has served as general counsel for multiple public entities. He has also served as a city attorney. 

Mr. Lindsey regularly advises public entities on the Brown Act, conflicts of interest, the Public Records Act, elections, and other general governance matters.

Mr. Lindsey has handled student discipline, expulsion appeals, and student rights issues throughout his career.  His expertise includes:
